UGC urges all universities to implement EWS quota

All colleges and universities across the nation, including 13 in Tamilnadu have been instructed by UGC to implement 10 per cent reservation for economically weaker sections among the general category from 2019-20.

 

In a circular dated August 16, UGC additional secretary Dev Swarup asked vice-chancellors to initiate action in consultation with state governments to implement the EWS quota and display the scheme on the websites of universities as soon as possible.

The UGC circular also enclosed a copy of the office memorandum sent by the Union HRD ministry on EWS quota for admissions in higher educational institutions “for immediate implementation and compliance”.

Most of the educational institutions in Tamil Nadu have completed their admission process for this academic year. “As per the Supreme Court’s order, the engineering admissions are closed before July 31. To admit students after the cut-off date, we need permission from the apex court,” Anna University vice-chancellor MK Surappa told TOI. Madras University vice-chancellor P.Duraisamy said the state government has to decide on implementing the EWS quota.“Though we are governed by UGC rules, for decisions related to finance and reservation we need permission from state government,” he said.

“The state government is yet to take a policy decision on implementing EWS quota in admissions. So, it is unlikely to implement the quota for this year,” a senior official from the TN higher education department told TOI.

 

The state government had called an all-party meeting to implement EWS quota in the context of medical admissions.

“The policy decision may take time. At present, legal opinions are being explored,” the official added.

By 103rd Constitution amendment, 10% reservation was provided for economically weaker sections among the forward castes. People who have an annual income of less than Rs.8 lakhs or people who own less than five acres of farm land or those who have a house smaller 1,000 sq feet in a town (or 100 sq yard in a notified municipal area) can avail claim this quota.
