The Constituent Colleges of the Cluster Universities of Jammu and Kashmir are likely to have 50 per cent of the overall sanctioned strength. The J&K Higher Education Department has accorded approval for appointing teachers against the teaching posts allocated to the constituent colleges of the respective universities.
Sources said the issue of appointment of the faculty by way of recognition of the teaching staff of the Higher Education Department was discussed in detail during the meeting held last year, which was attended by Vice-Chancellors of both Cluster Universities. In the meeting, it was agreed that both cluster varsities should have permanent faculty positions to be sanctioned by the Higher Education Department in a phased manner. They further said the Vice-Chancellors of both the universities were told to come up with the proposal for various positions to the extent of 50 per cent of the overall sanctioned strength of the constituent colleges for appointment.
“The motive behind the recognition of teaching posts subject-wise is to have a permanent faculty available with all constituent colleges of both the cluster universities so that the academic activities did not suffer in the absence of paucity of staff. Now, the cluster universities with the approval of the administrative department will adopt regulations governing conditions of service in respect to the appointees well before advertisement and finalising the selection process”, an official said.

“Of the total sanctioned strength of constituent colleges, 50 per cent of the teaching staff will be available with the colleges on a permanent basis and can be transferred only within the constituent colleges of cluster universities. The teaching staff will not be transferred to any other government college in both Jammu Division and Kashmir Division. The academic programmes of cluster universities (postgraduate, integrated and undergraduate) are under the administrative and academic control of their respective Vice-Chancellors through principals of the respective constituent colleges”, an official said.

The Cluster University of Jammu (CLUJ) and Cluster University of Kashmir (CLUK) were established in the state under the Centrally-sponsored Rashtriya Uchchtar Shiksha Abhiyan (RUSA), which was launched in 2013 by the Union Human Resource Development (HRD) Ministry to run a series of additional and advanced courses in the existing colleges. The CLUJ comprising five colleges —GGM Science College, Government MAM College, SPMR College of Commerce, Government College for Women, Gandhi Nagar ,and Government College of Education, Canal Road.
